Fly Ash Compliance is Mandatory within 300 km of Thermal Plants

As per MoEFCC Notification 2021, all construction agencies, builders & government bodies in Gwalior must utilize Fly Ash bricks/products. Non-compliance attracts prosecution & environmental compensation.

Statutory Framework & Obligations
Notification: S.O. 5481(E) dated 31st December, 2021 — Issued under Environment (Protection) Act, 1986.
As per CEA report 2024-25, the mandate requires 100% fly ash utilization in eco-friendly manner. Under Clause B(8), all constructions within 300 km shall use fly ash based products.
Entities Legally Liable

Thermal Power Plants

Must achieve 100% fly ash utilization. Penalty: ₹1000/ton for unutilized ash.

Construction Agencies & Builders

All projects must use fly ash bricks. Penalty: ₹75 per sq.ft for violation.

Transporters & Sellers

Selling non-compliant clay bricks: ₹1500/ton + prosecution.
